Always use this formula to find a percentage:
% / 100 = Part / Whole replace the given values:
3 / 100 = Part / 7
Cross multiply:
3 x 7 = 100 x Part, or
21 = 100 x Part
Now, divide by 100 and get the answer:
Part = 21 / 100 = 0.21
2) What is 3 out of 7?
This question is equivalent to: "3 is what percent of 7?" Or What percent 3 is out of 7?
Use again the same percentage formula:
% / 100 = Part / Whole replace the given values:

Cross multiply:
